Joomla Magazine Website able to deal RTL and LTR Content

We need a Joomla based website for a multilingual Magazine Website. The Budget is 200$ for whole work and we will escrew 100$ after rewarding the project immediatly. Please, keep in mind that money will ONLY BE released after whole work is completed 100% and according to the listed details and our satisfactory.
