Custom store locator for Wordpress

NECESSARY SKILL: Chinese READING/WRITING. Communications will be in English but the ability to read and write Chinese is a must to even be considered. I need a store locator plugin developed for a new wordpress website. The store locator needs to have the following specs: -WP plugin with admin interface -Backend able to add/edit/delete store data as well as import/export database -store type categorization that can be filtered in search results --type 1 store, type 2 store -Multilingual support for front-end (WPML compatible) -Displaying the user selected store on google maps (along with all other stores within 10km range) -no Flash An example of what I want is shown here: [login to view URL] The "searching" of the stores will not be performed by keyword search. Instead, the user will select a location on the map (as the example above shows). This store locator will be used for Taiwan and the United States. We would like the user to be able to select from a flat globe picture of either Taiwan or the United States and then select the corresponding area/province to list the stores. The number of stores in the United States is more limited so there will not be a need to filter down by state level for the USA--just list all the stores.
