FreePBX dial plan issue

I have setup a new freepbx server for a fairly large company. We are having some issues getting the dial plan setup correctly.
I am using FreePBX version [url removed, login to view] with Polycom IP330 phones. The problem is most of the internal extension are 3 digit numbers that begin with 1XX, so if you dial extension 118 the dial pattern recognizes it as a long distance call and it will not dial the local extension without manually pressing the "dial" button on the phone. The company does not want to dial a "9" before dialing an outside number. I am not sure if this is possible or not.
I have been struggling with this for quite some time and I could really use a Asterisk / FreePBX expert. I have contacted FreePBX but they did not seem to know what they were talking about.
If you are able to solve this problem quickly, I have some other issues that need to be ironed out as well.
