Brief: ****ADVISORY TO SCOPE IS ACCEPTABLE**** We operate a small sub-contracting firm in the building and construction industry operating under several entities. Our current system is crude. And is completely single-user MS Office based. We are in need of a "propriety" software package or programme to suit our needs of - Project Document management, - Client Management, - Supplier management. Integration with MYOB would be a BIG plus…but can come well later.... The Presentation should be user friendly and intuitive. The logic and data should be adaptive and scaleable. We are thinking a open source may be the way to proceed; however, suggestions are welcomed. As sub-contractors , we operated under multiple trade names and operating entities. So we would like when initially “installing” the software/programme, it has an option for LOGO, address placement, etc.. We would also like it to be security key locked timed... monthly is good... For documents we would like an option for EITHER Automatic sequential creation OR manual input of project numbers. Our clients run multiple projects of which each is a separate billable project for us. IE. Company XYZ hires us to work on Project One, Project Two, and Project Three. Each project is a separate contract and has a several different contacts and separate billing requirements. Our documentation is fairly standardized as per local laws and requirements for record keeping and billing. As laws and requirements change, so may the documents. So scalability is a must. Data tier… We would prefer to have the data tier to be user friendly (not usually). So, some have advise SQL, ACCESS and outlook integration. Others have advised Java … Advice in your tender is appreciated. - Mobility… a focus on mobility would be highly favoured. If one our people are on a construction site, we would like for them to be able to use program away from the office. - Quickly link documents and images to data records. - Easily locate documents using Google-like text search. - Easily send email and multiple attachments into the document repository, automatically indexing them individually. - Create documents on the fly based on configurable Microsoft® Word™ templates and automatically mail merge information from the originating records. - Send documents via email and have program scan for responses in Outlook???? - Send revised attachments and documents on same thread automatically back into the repository with index and search capability. - Routing and Reviewing - Create distribution list for documents and provide notifications for reviewers on approvals/feedback due. - Configure routing and review statuses to match workflows. VERY IMPORTANT***The documents when created should be time/date/sequence stamped to create a printed record trail to meet legal and regulatory requirements. advised received to date: It has been recommended to - use ASP.NET MVC (Microsoft) as the web front-end because it is best-of-breed. - use C# (Microsoft) to build the business logic tier (Java was bought from Sun by Oracle about 3 years ago and its support has floundered) and - use Microsoft SQL Server as the database since it has built-in support for storing documents in binary or XML format with full text-searching capabilities. Of greater importance than the technology used, is how the system is designed. Poor design will lead to an unmaintainable mess; good design provides a solid foundation for easier maintenance and future enhancements. I AGREE!!!! This is where a sound communication and the programmer asking the right questions shall create a workable programme. I need to be assured of quality work, sound communication and yes… a fast COST EFFECTIVE delivery.

I've thoroughly reviewed the details you provided. I have worked on 3 different project management systems, which included document handling, clients management, task management and a few other modules. Based on the information available, I figured your requirement is for a Project Management Information System (PMIS). I myself work as a project manager in addition to working as a Senior Software Engineer. I have 15 years of development experience and have used .NET (C#, VB.NET, ASP.NET) and databases such as MS SQL Extensively. Project will be designed and implemented in such a way that can scale or extended to meet any future requirements. I can support during the first six (6) months after the project go live. It is easy to do the PMIS fist and then do the MYOB integration as a part of the 2nd Phase. System will use C# to implement and MS SQL Server as the backend database. C# will provide ease of development and SQL Server will have tight integration with .NET and thus security implementations will be lot easier. Application can be browser based and multiple users on the LAN (Local Area Network) can access the system using a web browser with no installation requirement for users. It is possible to provide a WEB Interface that can allow users on the move (who are at sites) to update information. With SQL server it is possible to index information and thus searching will be lot easier. SQL Server and XML capabilities will be used to make searching lot easier. You will be provided the system, user manuals, test data and all coding. I can implement the system for you within a calendar month as requested by you, with the following features: 1. System should be configurable to handle multiple trade names a. System admin will be able to setup multiple “Trade Name”, “Separate Addresses” and color schemes if necessary 2. Under each trade name you have 3 major requirements a. Document Management i. You may keep standard templates and need to update documents. For example you can update templates based on information entered to a form. You wants to: - Create documents with proper stamping - Documents can be automatically sequenced with a numbering style of your own - Search for a document - View a document - Print it or - Mail multiple documents/images to a client/someone as you need - Create a distribution list and workflows making it easy to navigate and authorize documents - Check for any responses for the emails sent ii. Or you want to add a new custom document that is not based on a template iii. These documents can be MS Word, MS excel or any image type iv. Update documents and update the document repository automatically v. Mail merge documents vi. You will be able to add images, provide a description and index them b. Client Management i. You should be able to manage clients (add, edit or delete client information) ii. Define contact person and contact details such as phone/mobile/email and etc iii. Add contracts under each client iv. Create projects for clients/Contract - Create projects and get standard templates copied for each project - Update documents as specified under above 2 v. Email documents to the client vi. Get project budget/expenses from MYOB c. Supplier Management i. Manage suppliers (add/edit or delete supplier information) ii. Add supplies and define ROL Levels iii. Add various supplies for projects iv. Communicate requirements to suppliers v. Simple inventory module if necessary Lets discuss and continue.
