Convert a Template to a Website

Hello. I need a html/php website make over right now its very basic i have images and i implemented a few features but over all it just needs to look cool. The site is at [login to view URL] its using an old site code but i am looking to revamp the whole thing and bring it back to life. The fixes need to be done are. Color Changes to red/black/white in php with the current files. a few images but if it cost more than 20$ i will do them myself. i want all the features kept the same. simply a layout change. Before you bid i'm not paying over 20$ its the Max its not hard. my regular coder quit the amazon project we where doing so i came here. he would charged 10-15$ but seeing its freelancer i put the max at 20 USD
