CPA Email Submit Software

I need software that automatically pre populates multiple email submit landing pages from information uploaded from csv file. It should also be able to auto submit the information. When i send visitors to a standard html page with an iframe code on it leading back to the auto submitter, it will submit the information to the multiple email submit landing pages by using that visitors IP address / location. The http refer url should also be the email submit landing page url. I do have 2 scripts which could be used to bypass doing this from scratch, please request them via PM Looking for a quote on how much this software would cost and how fast can it be created. Thanks
