I need someone to decode compressed ADPCM audio from a micro-controller via software

To whom it may concern,

I have a computer chip with a microphone, made by Cypress Semiconductors. It's a CY8C4 PRoC micro-controller. It captures audio, encodes it via ADPCM, sends the compressed audio via BLE to a physical BLE dongle which decodes the audio and sends it to the PC. 

Cypress also provides a software decoder, to decode the audio without using the dongle, but I've thus far been unable to grab listenable audio with it.

I'm looking to hire someone to create a solution which decodes the audio without using the dongle, via software (preferably Java). 

Once I have the code for the new software solution (which decodes the audio without using the dongle), I'll use the code in an Android app I'm developing.

I have a tailor-made BLE receiver app, (made in order to grab a proper PCM file from the micro-controller) along with the raw code used to make the BLE receiver app, and as I mentioned, the Cypress chip comes with software which supposedly decodes the audio coming from the chip without using the dongle.

Currently, when I try to create an audio file from the chip, a PCM file is produced, but it has no data. When I look inside the file, it's all zeroes. 

Since the chip maker (Cypress) provides software designed to decode the audio, chances are, the problem is simply one or two errors in my tailor-made BLE receiver app.

I'm looking to hire someone who can do the following: grab audio from the chip and decode it via software (without using the dongle) so it's listenable (ideally on an Android phone). 

As I mentioned, I can provide you with one of the Cypress chips, the included Cypress decoder software, and my BLE receiver app + raw code for the receiver app.

It might be the case that you simply need to correct a small error or two with the BLE receiver app to create the proper PCM file, and then simply use the provided Cypress decoder software to decode the audio. 

If that's the case, you could be done with this in an hour or less.

Once my guys receive an app demo of a working solution to decode the chip audio without using the dongle, we'll consider the job done and pay to receive the raw code for the solution you created.
