Andriod and IOS App for Scanning Phone Top-up cards

Hello, App Description Quick Recharge is a ‘Quick’, reliable, convenient way to top-up your airtime balance without the hassle of entering all the 13 numbers manually. Users can now use their camera to effortlessly top-up by simply hovering the camera above the recharge number. Once the app reads the numbers it will automatically dial them for you I need an app that would scan the number from prepaid phone topup card (from scratch card or receipt) and have a place for GoogleAdsesnse it to generate income. Functions: 1. Using the camera and OCR engine, the app will scan the number sequence. 2. The app will ask the user to topup or transfer the fund to other phone number 2a. Topup: the app will add prefix (eg, *113*) and suffix(eg. #) to the scanned number. And insert the whole sequence to phone Dial and dial it. 2b. Transfer: the app will ask the phone number to transfer. Then it will add the prefix/suffix to the scanned number according to the choice of service carrier. And insert the whole sequence to phone Dial and dial it. My main requirement is that the OCR scanning has to be flawless and powerful. The whole app is about providing an effortless and quick solution so people don't have to enter all the numbers manually. Extra: I would like the app to generate income through ads but also through providing a service/connivence fee (say K0.45). I am open to hearing your recommendation on this and if it is possible or if its something I have to discuss with the telecom provider. Also, if you know other ways for the app to generate income. Bonus for you: if you can recommend any other way to make use of downloaded user information (by asking permission first, of course), and other ways to make money from a free app. I have attached two files which provide further details about the app. Please ask any question you might have. I am currently living in Zambia, Africa but studied in America. So, this app is for the African market (hence the currency I used [K0.45], that is the Zambian currency.
