Video tool to blur certain faces (Web based and AI)

This project is a combination of skills in simple web development and data science, how you achieve that objective is up to you. Objective We require a simple tool that will launch in a browser window and allow a video file to be inputted, use an image recognition AI to determine all the of the people in the video, target a specific person throughout the video and then take that information to blur out all of the other targets but NOT the selected target. This tool will mostly be used on security camera (fixed) footage of medium quality where the person we need to show may come in and out of view so we want a manual selection tool before blurring the subjects in the video. To fit in with our other technology stack this front end piece should be done using Javascript in a browser window (specific code is not important and how the AI’s work is also not important but must be well documented for testing and further development). Full details are in the attached job spec and explanation imagery. IMPORTANT NOTES: When you bid you must respond with the following information or you will be automatically rejected: - Give a bid cost for completion of BOTH Phases 1 and 2 of the project. - In the response you must give an interim milestone cost for the development of Phase 1 (if you don't know what that is then you probably have not read the document attached) as this will be the first payment milestone. - Must demonstrate you have worked with basic javascript and open source AI's previously. - Give a list of suggested Algorithms you may to use. - Give a breakdown of when the phases should be complete including interim deliveries - we are very happy to work closely and help iterate and help you as you do your work. If the tool does not deliver the ability to complete phase 1 of the project payment will not be made or move to phase 2 and full completion. Criteria for passing phase 1 have been laid out in the attached document and will be against test video data. Please only bid of this work if you are serious, I will not accept any bids at a very low cost that are purely to get a conversation, please read the document carefully. If you have serious questions that will help you bid more thoroughly please ask but the majority of the information you should need to form a bid with appropriate costs and schedules should be in the documentation.
