Because of Google's latest updates multiple websites were deindexed which can cause a partial penalty dor the domains they were linking to. Also the keyword densities went a bit lower, so if your links have a higher density than 5% we have to treat that by disavowing some links that provide little to no value. I personally hate directories that are open to general public for free because they are filled with spam, so as some article directories, social bookmarks and so on. I have to take a look at your domain to see how we stand and see the number of backlinks, this will dictate my price and possible time frame. I do not bid on many projects on Freelancer, unless I feel the client needs specialist support and I am certainly not the cheapest. But what I give is real knowledge and experience gained from my own large web sites. I have extensive experience in google Penguin (why you have waring in WMT's). I would want to see the work you have already done before accepting the project, to make sure the work you have done, is hurting you. Also I am assuming you did a re-inclusion request after uploading your disavow file. You also need to be aware that links that helped your rankings before, may now be seen as spam. So rectifying you link profile, may not take you back to where you were before.
