Hello. I already made a simple CMS for this kind of project. A bunch of niche sites for affiliate marketing on clickbank, ebay, and adsense. If you want to use my very own already built website, you can do so. it also have its articles. The articles are all niches. If you want to built the website using wordpress, I can do so. However, it may take larger space on your web host. And free hosting don't offer much space on their customers. I have my own reseller website and I can share some space with you. About the domain, you can have it as a sub-domain to lessen the expense. However, if you really need them to be unique for all the 25 sites, I know a domain registrar which offers $4 for each domain.
