Excel Macro to Create Automatic PIVOT Charts

I've a dataset in Excel File, from which I want to create a Pivot Chart. I want to get a Macro Enabled button, clicking on it asks to upload Excel Dataset, and looks at the data, manipulates it a little bit, and creates Pivot Charts from it in a new tab.
Here's what I want to do.
Column 1 has a data like "190123000000" which translates to "YYMMDDHHMMSS" giving it year-month-date-hour-minute-second format. Column 14 has a data "190123072000" in the similar format as above. Column 16, 17, 18, 19 has numerical data like "0", "1", "4", "9".
What I want Macro to do is this:
1. Get column 14 data, and extract Hour out of it. (Exa: 190123072000, get 07)
2. Sum Column 16, 17, 18, 19 (Exa: 0+1+4+9 = 14)
3. Create a Pivot Chart which looks like Image 1. Find it attached.
4. Get column 1 data, and using a sum of column 16, 17, 18, 19 create a graph like Image 2. Find it attached.
Dataset is attached. Images (of Graphs) are attached. Need to get it done within next 6 hours.
