create an Aliexpress order processing email database and reporting system

We have about 4000 orders from aliexpress. each order has a lot of emails referred to by its order number. we want to import these emails into some database or trouble ticket system where we can review its history. Identify specific emails with events tags like Purchased, Shipped, Delivered. add to this information from a tracking service like 17track.net. The system will need to have asearch capability by order number and time differences in event tags. such as itentify all orders not delivered in 15 days. or find all orders not shipped with the selected shipping agent (USPS). We are looking at ZEN desk and/or modified CRM systems to accomplish this task. I prefer an better alternative. If you think you can do this project, please provide a basic out line of time in hours to accomplish the task, your hourly rate and the outline of how you propose to accomplish this project. If any software used requires a license, what is the costs of those licenses.
