digital currency

I need a digital currency that has its own banking system that can be found on Google. I need the currency to be called the Star dollar or $D for short and it must have a section on the banking system to be able to purchase the $D with reall money and it must be able to convert back to reall money at a percent that i want to be able to adjust. It also needs to be able to accept all currencies including bitcoin as a payment. and I want to be able to adjust the pricing on the $D. There also needs to be a page that has the online businesses that except $D and I need to be able to adjust the site like adding in information about the $D and things like that and it has to be were only I can edit the stuff like me being an admin on it and I want my account to be the head admin because I want to be able to make other people admins to just not as powerful as me like I can override anything they do and just things like that. I also need it were account holders can send $D to other account holders and business as a way as payment. It basically needs to run just like a bank but using the $D. And don't forget that whoever I award this project to has to be able to design the digital currency as well as the banking system. The image provided I want as the banner or the banking system and if possible I want to be able to print the image along with a serial number to make the currency on paper to I need the serial numbers to be different on each bill and I need the bills to come in 1,5,10,20,50,100 on the paper and I need to be able to like download the requirements needed to be able to make this currency on paper and only I can access it through email or something like that as long as I can access it and only me.
