Consolidate spreadsheets and create cross-reference lookup that can be posted online

Have several spreadsheets and / or PDF files with various plannograms (POGS) that need to be cross-referenced to 400-ish individual stores so that store can go into our intranet, select their store, and only see their POGS. Four different POG categories (Cigarettes, Smokeless Tobacco, Cigars, and Vaping) with varying sizes (e.g. 3 feet, 4 feet, 6 feet, short-, tall-, etc.) and varying products. For example, there are 10-ish Cigarette POGs, 25-ish Cigar POGs, 15-ish Smokeless POGs, and 7-ish Vaping POGs. An individual store would have one combination of these across the 4 categories depending on the store. Maintenance of the POGs will either be in spreadsheets or in PDF (Cigar), maintenance of the cross-reference file for the stores (i.e. what POG combination they get) will be in a spreadsheet with a column for each type of POG by category (Cigarette, Cigar, Smokeless, Vaping). We want a store to be able to get their specific POGs across each category easily and intuitively. E.g. we could create and store a PDF for each individual store and list on our intranet but we are open to suggestions.
