Lighbox popup script needed quickly

If you go to this page: [login to view URL] and scroll to the very bottom of the page. You will see a lightbox popup launch that says "Did you like this post". (It is cookie activated, so you will need to clear your cookies to see it multiple times). I want something similar to the created for me. A few points and changes. 1) It should be responsive and the popup should always fit and be launched to the center of the users screen. 2) It should be independent of wordpress and be able to be installed on any website by placing code in the body of the html. The javascript, css, etc should be setup on one domain and the insert code should be able to be installed on a different domain. The idea here being that I can set up all the files on one domain and have all my websites work with the same script. 3) I want the popups to have the option to launch multiple popups. Each of these should be enabled or disabled for the individual websites. The first popup would be like the reference website (Did you Like this Post?). The 2nd one would be a facebook share Window and this popup should also contain the share thumbnail of the post. 4) Like the reference website. There should be cookie settings to limit the number of times the popup gets launched. 5) Launching the popup. I don't want the popup to be launched at the bottom of the page but rather where a piece of reference code is placed. The main popup code should always be placed right before the </body> tag but a separate piece of code should be placed where the popup will be triggered. The project should be well tested by you on all major browsers, as well as a tablet and a smart phone. I do not do alpha testing and will simple reject the work if insufficient testing is conducted.
