Fix my code and ad a print feature for a label printer

I hired a programmer and his code is so bad it needs to be cleaned up and I need a print feature added for a DYMO Label Writer printers, I have the API and docs. The print feature will be automated from a web hook / API that will send it data from my website. The software works with a US Robotics 5637 USB Modem, it takes the call id phone number and sends it to my website then the website send an address to the printer that it prints it, the caller ID part works, the printer feature needs to be added, I have an API for it. There is code for features that are needed, I don't know why and it needs to be removed. Here is what my other programmer told me about it: "The code he sent had, to begin with, unused files (and the whole project so far is barely 10 files big!), which he didn't even delete from who knows when, a weird GUI with missing basic handlers.. like make the window movable. Why he removed that is beyond me. The URLs for the basic login and other handles are all over the place... he used a basic http client to manage them instead of wrapping it into separate class, or at least use a library for it (there are a bunch out there like restsharp), otherwise, all there is functionality wise is a handler to loop over the ports and see if any are answering based on AT modem commands. There really is almost nothing here... and the login I suppose. Really, aside from the AT commands which he might have had issues with given all the edits he did, and some weird conversion he did (Why would he ever want to WRITE a hexadecimal to decimal number function in c# is beyond me, stuff like that is already available in the language... and I'm not even moderately good with it), the project is pretty much empty. You could create the same stuff he did under two hours. Though probably would take some research for the AT commands, unless you have experience with it." It's in C# & .NET
