I have worked for a property developer in Melbourne, assessing target sites for feasibility and coordinating multiple Planning Applications for endorsed projects. I have extensive knowledge of the planning application processes and am highly familiar with planning controls and instruments.
Additionally I am a certified Engineer, graduating from the University of Melbourne and can adequately intemperate and assist with your proposed development plans/drawings/reports and assessments..
While my experience is specialised in Local Government Areas (LGAs) around Melbourne and not the City of Sydney, the premise for undertaking a review of an application (as you have requested) is interchangeable between LGAs.
I have already conducted a preliminary assessment of the information pertaining to "4 Sims Street DARLINGHURST NSW 2010", and have reviewed the "Sydney Local Environmental Plan 2012" and the applicable "Height of Buildings Map - Sheet HOB_022" for the lot in question. The planning controls detail a Maximum Building Height of 9.0m; which the Elevation Drawings in your application exceed.
I would offer to assist in compiling a report to contravene the LEP, however it appears as though this has also been submitted.
There are additional concerns that need to be further investigated i.e. garage, parking, and overshadowing/privacy.
