This would be a small compiled program, with options to compile various contact information in it (rep name, rep contact #, etc.). It would ask a serious of financial questions, run some predefined calculations based on the answers to those questions, and then offer one of a few suggestions. The would be able to print their 'report'/pdf (the answers to their questions) for faxing or sending to someone. One thing to keep in mind is that this program will be distributed via CD-ROM, but yet it must be able to write a file locally on the user's desktop, so that information may be saved. In can be in any format, so long as it can be saved. We thought of using an Access MDE, but this may not be the best option. I am starting this with a low budget, but it could be increased. I just don't think it's that complicated.
