Active Directory/GPO Design Help

I'm looking for some help creating some GPOs for an existing domain. Specifically I want to create some policies that allow roaming laptop users greater control of some of the system settings like enabling wifi, installing print drivers, setting default programs that open by file extension, etc without adding them as an admin of the machine if possible.
Sometimes users are on the road, outside of the network and might not have connectivity and need to do things like install printers.
Would like to do a screen share remote session to create these policies on our DC.
Also open to other idea is there is a better way to handle this instead of GPOs.
