Create Header & Color In A Website

I have a basic one-page website and want a nice header created for it. I also have clones of the site on different themes, so would require similar headers done for those over time. (Please note that this project is to do just one site). If you are good at making a website look good, I'd be interested in seeing how you could make the rest of the page look good i.e. the main body and the footer. The sites are VERY basic and in html. They are low traffic, single page sites and the budget is small. I'm fairly new here (had my first excellent experience recently), so please provide me with enough information to go on. Examples of stuff you've done would be handy. Thanks in advance.
