Coding for my site

hello, i am looking for a designer to code my site. OK, basically i need; [login to view URL] something like this. The site has to have the ability to; create a new account (members area) upload images and videos to account, admin has to verify images when uploaded before become available to public; Ability to select 4 main images to go in their public gallery, but when these images are selected they automatically have a blur put over them. (see website above) If the user uploads a certain amount of videos and pictures they will be priced to the public at different rates. i.e. 10 pics £3, 30 pics and 2 videos £5. These pricing methods will be discussed when project is awarded Other users will be able to buy these pictures and download them only once. Once users have downloaded the persons images they can leave a comment whuich will appear on the users public profile. The idea is that the user will be able to make money from having these pictures and videos downloaded. They will get 20% of the revenue via post. SO, i would like to show how much this user has earned in total. i.e. 20% of total downloaded funds. Backend - As admin i would like to able to delete accounts and certain images/ videos. There may be more to add, but i would like a quote just based on this If you are struggling to grasp the concept see the above site. I want a clone of this site basically. I am looking to spend around $200-$250. I will strech a little more for the correct coder. cheers
