Build an Online Marketplace

I am seeking development for a Marketplace entity.
I want to use Drupal ([url removed, login to view]) and OpenSeSame ([url removed, login to view]), which are both free solutions.
I am open to other technologies or platforms, but they must be free or low cost (under 100-200 dollars).
The project would be:
- 25% Front end design (look)
- 45% Internal design work - Making all pages and customer journey clean / professional / functional
- 25% Custom development of platform for specific needs. There would be bespoke needs here. To name a few:
- Customized product setup/creation pages
- No login requirements
- Create new product and send as gift system (all digital products).
- 10% Setup / testing
Additional documents and resources are available. However I am firstly seeking pricing / budgets.
