App which works in synergy with website - repost

Hi. I looking for a programmer who can create: A) a website with a database: the Web Site should be able to: 1) Register 2) send a photo, 3) a written comment, 4) geographic coordinates, 5) details to be contacted, 6) icon for donation through PayPal. (The site should provide spaces for the placement of banners of any advertisers. Simple graphics and intuitive use are preferred.) B) an Android App for that, when activated, allows: 1) to receive info from the database of the site for Geographical Area in which the user of the 'App is, 2) of the app allows the user to register with the Website, 3) to connect to the Web site and send info in writing and a picture of where you are.
