Design a website template based on a real finished example

Build a template exactly like this one [url removed, login to view] . This is a Joomla example so pretty useless to me. I need a HTML CSS based template (compatible with IE7+.). Because it is like the above displayed template, I have one major problem. I am going to use the template with Arabic content. so I need everything to be aligned/positioned differently.
