Custom OpenCart Website Template

We require a web designer to make us a really nice and professional template for OpenCart. We will also require some sales images and sales banners and some other attractive features/components. OpenCart Template: Navigation has to have multiple sub categories and 2nd level categories. Header: Logo on the top left then search - login - register - shopping cart - currency selection - language selection - your account - help News ticker under the search Product Page: Left - Refine Search + Tag Cloud centre: Product Image, title, description, multiple tabs etc.. Related Products Right Tag Cloud Checkout page: 1 page Register Login 1 Page checkout Footer: Newsletter, sign up, product tracking, company info, about us, contact us, twitter feed, facebook like This may be a lot of work or little work. Our budget is set on this project and would need it doing as soon as possible. Also the design would have to have floating div's(dynamic rather than static) so that when a user resizes the browser window the website would alter itself.
