Create website Index Page

Need an index page developed for a website. The page will have the world map like [login to view URL] or [login to view URL] in the background of the top half section of the site. (1) The map should span the entire width of the browser. (2) Would like a very nice graphic that is portable. (3) Bidders should state the type of image they will be creating for the Index page (4) Bidders should be excellent graphic designers (5) Bidders should be able to create websites using the latest css (6) The page should not using <table>, but instead <div> and stylesheet for layout (7) The background color (below the World Banner) should be changeable in the stylesheet. - Below the world map, I want three (3) rectangles with rounded and transparent edges that I can have text placed inside. They should NOT span more than 1024 pixes and should be CENTERED on screen. There should also be padding separating each rectangle from the other.
