CSS online creator

I need:- 1. firstly several layouts (about 6) for the basic website content, I can provide URL examples of several website layouts 2. Online logon for a client to enter our website design service 3. Then an online CSS creator whereby our clients can select various colours, fonts, backgrounds, etc, for each section of the page. Ideally the CSS creator would display an immediate example of the colours, etc. selected for each section 4. CSS file to be saved with a name specific to our clients registration Work can be done in stages, if needed. This is for providing a simple service for travel companies in the UK who do not currently have a website and who lack technical expertise to write their own design/content 5. All templates/websites will be using PHP and will be hosted on Linux servers 6. some sections of the templates will be using PHP includes to bring in additional content. The additional content will be either a simple static page or will be dynamically created content, which we will provide
