CSS Website design

I work for a community organisation and we are helping our students design their own websites through wordpress. Many of the wordpress designs are more suited towards blog sites as oppossed to websites. We want someone to design us a CSS website layout. it must be a fully functioning site/ design. It needs to be creative and it needs to be unique. I dont want a blog site- I want a website. This may be obvious but as its the third time of asking, I need to stress this. the first designer tried to give me a less than fully functioning css design while the second copied an existing css design and changed the colours. Both were found out and no money was paid. At the moment I need one css design which is fully integrated with wordpress and which will look like a traditional website. Personal design and flair is up to you although obviously i would like the most creative and unique designs. If I can get this, and I can get a fully functioning design, which is creative, exciting and unique then I will be looking to commission another 9 designs immediately with additional commissions throughout the year. If after this one you give me something which is either a copy of another site, which is a blog site and not a website layout then I will not be payign you. If you give me a design which is a website and is fully compatible then I will happily pay. If though, the design is all of these and its really stunning, then I will be looking to negotiate for nine other similar designs immediately. At the moment though, the project is for ONE design. By being able to provide these designs for my students, they can just write their pages and pick a neat design. If you can provide me with the neat design, which lets them build their own web site, that would be great Any qestions then please ask
