Company promotion required

I am looking for the following as a small project and if works out will increase, even make a long term project.

I basically want my website, twitter and facebook promoted massively to the following targets

Essex and London based people, high percentage, rest must be England based people.

All must be to do with construction industry, building industry, social housing and trade merchants i.e B&Q, Selco etc. within these geo areas.

You tell me what you will do, how you will do it and what your price is.

You need to tell me how you will report back to me what has been done, time frame, work you have done before in this area. (proof required)

I will put payment into escrow at start of project and released after completion. not before.

I want any deleted links, facebook fans, twitter followers replaced free of charge before completion.

I want all works to be done by white hat methods and nothing that can get me banned anywhere.

Twitter page and facebook already set up.

wow me with your suggestions and experience and this could turn into long term as there are loads of things I want to do going forward to promote my new business.

Please tell me the volume of twitter and facebook followers and also what website promotion you will be carrying out. I would like all three to be worked on at low volumes at first to see how project goes. This MUST all be to do with the building/construction industry in England.
