Budget online marketing of website(repost)(repost)

Hi, **I'm looking for someone who could for now give me a sense of what kind of budget I would need and what kind of results to expect and if selected, then manage this as an ongoing project. Please read on to understand the requirements.** This is for a small-sized startup US mortgage company based out of Texas, USA. Note these leads would not be sold, this is a mortgage company, not a mortgage lead generator or vendor. Currently we operate only in Texas & California so visitors from other states are frankly useless. **The campaign should take this geographical restriction into account**. We will open in more states in future, but very slowly (e.g. one state added every year) I'd like to start small with a low monthly budget, and if a 3-6 month pilot goes well and those visitors convert into actual sales, this would become an ongoing engagement and the budget could potentially be increased too, depending on ROI.
