Customize my easy PHP script and make an Install Wizard. PHP Knowledge is a MUST

I posted this before and the provider I chose refuses to remain in contact with me. I am beginning to think they stole my script and ran away. Needless to say COMMUNICATION IS KEY. If you cannot communicate with me atleast once every day to update me on the progress than DO NOT BID!!! I need someone to convert and customize a simple PHP script into an easy to install and generic version so that I can redistribute it on the net. Right now it is set to show my index page for another site but I need to change that to something that a user could change easily. You must know what PHP code to leave in it to make it work and create a new page for a generic page. An easy to use template would be great. Something simple, but web 2.0 ish... So someone with design skills and must know PHP is a must. Also I would like an easy to use Installation Wizard Created so once the script is uploaded the user could go to a specific folder on their server and the Installation Wizard would open. You can create this, I will provide the graphics if needed :) Must be esthetically pleasing. One feature that I would like added might take a bit of time but not much I dont think. It will take place within the Install Wizard. Thankyou!!
