Contextual ad script development

I need to develop a contextual text advertising serving script, its basically like a little a little Google adsense type script. At this stage, I want a programmer who can analyse an example script which is closer to what I want to create and write a details description of the project.

The second part of the project will be creating the script.

The script would be used by a network of websites, in very simple terms the script would work as follows:

ADVERTISERS register, busy keywords for a fixed period

- Advertisers can search database for available keywords

MEMBER SITES - Member network sites display keywords when their user search for related words

- Member network sites have an interface from where advertisers can register and buy keywords

SCRIPT ADMIN

- Admin can add advertisers

- Admin can add member site

- Admin can view the quantity of advert sold by each member site

- Admin can contact all advertisers via email

- Admin can contact all members by email

- Admin pays members based on the number or keywords sold.

- Admin can add keywords to keyword database
