Blog/Article PHP Managment

We are currently seeking someone to program a Blog/Article Managment system for our site which can be managed through an admin backend. What we are looking for is simple - We want our sites staff to be able to write there own articles and attach a picture above the article and use a small image below it for the "SIGNATURE" The backend should have a login section so that the staff must log in to post an article to our site. What I need is a main ADMIN account on this where I can later add/remove users who wish to write Blogs/Articles for our site. (I can add the usernames and passwords - I don't want people being able to sign up) Here are some of the features we require: LOGIN page When staff submits their article it gets posted to there page only (each staff member has their own page) They are able to post and image above their article and a signature image below it. (images need to be able to upload to a generic directory on our server) When posting articles they should be able to pic font color/bold/italic blah blah blah We need to be able to pick a date when the article is posted (I wrote the article today "1/9/07" and I want it to appear on "1/12/07") Admin account can add users - delete users - edit article - delete other staff members articles - limit image size (both height/width and actual file size kbs/megabytes - file extentions) There should be a limit of 15 articles per page - after that they can not post a new article until the oldest article is deleted by them. Also we will need to know the code to enter on the staffs page so that the articles are picked up on certian pages. This seems like alot - but im sure there is an easier way for this to be made for us. We are looking for a budget of 25.00 - 100.00
