Customizing Mini PopUp plugin

My site is avelim.co.il. The site is on Hebrew wordpress 3.4.2, using the theme Weaver 2.2.6 with many customization done by programmers. I want to use on the site the Mini PopUp plugin [login to view URL] This plugin displays a facebook fan page popup. I want to things changed in the plugin: 1. The popup should appear only on the homepage and not on other parts of the site. 2. The popup should not be displayed on mobile browsers. The freelancer should send me the customized plugin as a zip file that I will install on a test site, and when successful on a live site. Work should be done in 24 hours after being awarded the project. Freelancer should allow 7 days for testing after he finishes his work, before getting paid.
