Looking for someone to create a local bid/project posting website for constriction projects. The purpose of the website to help small, women and diverse businesses find construction & professionals bids across multiple governmental agencies and companies. The end user should be to able to post 'jobs' or RFPs by category, add attachments (word or PDF), and pay online (PayPal or something like that). I want to be able to approve postings before they populate the webiste. End users should be able to search postings by category. I want to feature postings on the home page along with space for articles/news.
