Coordinate Outsourcing Effort

We recently lost our in house database programmer and are considering outsourcing the project, including possibly using a combination of a US based "expert coordinator" in conjunction with lower cost, possibly off shore programmers.
The though is to have a coordinator review our current project and define the programming necessary. Then to monitor progress and review work.?
Our company is a regional retailer with 30 remote locations - all connected to a centralized database. All transactional data is run through our custom program. There is also a website integration where local inventories are displayed online.?
We are currently programming in ....? VB6, SQL, C#, aspx, asp.net, Crystal Reports.?
We realize this is a bit of an "open" project, so further discussion will be necessary. We do, however, believe this could be a solid approach versus replacing our in-house programmer.?
Experience with this kind of arrangement is not necessary, but would be helpful. Please highlight any related / relevant experience.?
