Configuration Creation Application

I am looking for some kind of applciation guru who can do the following for me

a. We have the configurations templates which we use for our cisco devices, But due to heavy load and many devices we are facing some quality issues.

b, What I need is an application which shoudl ask for certain fields and based on these inputs put those inputs in the template and finally generate the configuration script.

I would apprecitae an executable application, which can be installed on any machine for users.

I am looking for an expert and a person who is really confident should bid, for any expert this is not more than a one day job
