I need a piece of software that performs the functions of communications server that calls a number of GSM modems (located in vehicles) and downloads/uploads data from/to them. The server will work like this: 1. It will periodically check a 'communication request' table to see if there are any overdue calls to be made 2. If it finds an overdue request, it will call the modem and do a download or upload of data according to a protocol i give it (if there are a number of queued requests, it will do them all at the same time to minimise call costs.) 3. It will then insert the data received into a database via sql. 4. It will then generate an XML RPC to another platform to distribute the data. 5. It also listens via XML RPC for incoming requests to add to the 'communications request' table. 6. The server will work 24/7 days a week, and need to work with up to 500 separate in vehicle modems. What I need you to do is: 1. Evaluate potential applications that are already out there that can be modified, or purchased off the shelf. Your evaluation criteria will include an analysis of : 1. Modification required (extent, estimate of # hours) 2. Cost in $USD 3. Applicability to solving problem 4. Scalability 5. Existing Documentation 6. Stability / Maturity of product 7. Support available 8. Simplicity of application 9. Ease of use by user (GUI, Docs, Installation) 10. Suitability of Platform of application You will write a maximum of 2 pages on each potential application, including links to publicly available information. I want a shortlist of 5 applications. Your bid will include: 1. A demonstration of your previous experience in software evaluation 2. Specific knowledge of communication protocols 3. Demonstrated ability on rentacoder (at least 3 projects completed) Looking forward to hearing from you!

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
