Change MSN Today URL

I would like to have a program that makes it able to change the url that is being loaded in the "MSN Today" window. The layout of the program would be something like: A list of URL's is printed with radio buttons. Below this list, there is an input field, in which a user can type another URL. If a predefined URL is selected, then this URL will be used, if the user has typed in an URL in the field, then this URL will be used. Below the input field there is a checkbox whether the program should backup any changed files. Below this checkbox, there is a button "Change" which will activate the changing of the url. Upon loading the program, it will connect to a certain URL, which will return a CSV with the URL's to be printed in the list. If there is no internet connection, or the connection fails, no list is being shown. It must be able to backup the original file when making changes to the file containing the currect URL of MSN Today. The language of texts visible to users will be Dutch. Of course, all texts will be delivered to the coder.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

## Platform

It should work in Windows XP, and preferably also in Windows Vista. Please tell me if this is possible while making your bid. The version of MSN it should work with is at least version 8. If it's also possible with version 7, please let me know as well.
