Access Database needed to record working time

We need a Microsoft Access 2000 database to track hours worked each week by staff. No employee should work more than an average of 48 hours over any 17 week period (ie current week plus the preceeding 16). Average is a rolling average. We need two forms of output:- A report showing average hours worked over current(previous 17 weeks), or any other selectable 17 week period (selected by week ending), ranked either by employyee or no of hours. An alarm to be raised for any employeed exceeding the allowed no of hours. Also an alarm if any employee gets within 10% of the limit Hope this is sufficient to define the problem. An attempt has previously been made to produce this, so previous (non functional) Access database or screenshots of forms can be supplied. Should be quick for someone who knows Access well. Required ASAP, before Monday(13 May).
## Deliverables
Microsoft Access Database meeting requirements, together with brief documentation/comments of any procedures or code used. Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. Complete copyrights to all work purchased.
