Ad server needed - repost 3

I need a simple adserver that can host different websites. It must be in core php and installed on our server. The code must be made so that it is easy to add code without rewrite the code totally. It must be verry secure for any attacks. The paymet is via PayPal for the customer. It must also make a montly report that can be accessed trough the admin area. There must also be an option to automatically transfear the funds to our bank and send an invoice to our mail with the amount transferd. There must also be an option to set % VAT to the prices, and get that spesefied on the invoice. It must also be so that when an IP from e.g Denmark is on the site, the ads in Danish is showing, and when a IP from e.g USA the ads in english and from the USA is shown. Just like adwords. The adserver must handle txt and multimedia ads. The payment solution for this adserver is to take a payment from the customer (paypal) and distribute the % that a salesperson get for that sale automatically, form that client only, and pay the salesperson (with paypal) at an interval set maually for each person with an invoice explaining the total sales and the total ammount transfeard. If the salesperson do not longer sell or if the account is closed by admin or others, then the provision stops. The same if there has not been a new sale for 2 month by the salesperson(s) the account will automatically close. Payment recived from their customers after this shall not be calculated a % of. The payment from the customer must match the salesperson and the client so it has to be calculated % provison. In the admin site it has to been generated a report of total sales and total payouts to salesstaff. And total ammount to transfer for the previously moth to owner.
