A PHP/MySQL web application - repost

I need a referral website that allows users register and can access their individual portals after registration. The home page should be simple with the registration and log in forms to serve the needful. The home page should also have a scroller, well positioned for skill seekers to be able to easily find the skills set they need on the home page. Clicking on a particular skill opens up the details for that particular skilled worker. Applicants are of two categories, Artisans and Professionals. The requirements of professionals should be inclusive of the requirements of artisans along with additional requirements. There should also be a declaration and/or EULA to be checked for registration to be completed. This is needed to get the applicants' consent to publish their contacts to the public for easy accessibility when a potential employer visits the website. Since the website is for two or more classes of workers, any registered applicant should be able to log in and modify his/her details. The uploaded pix can also be changed with newer ones. The proposed website should be user friendly which will serve any class of job seeker. It should be kept in mind that the main contact for the skill exhibitor is phone number. Email is only an alternative. Also note that the location of the skilled person is a factor for the potential employer and thus, his/her most remote location is a required field that must be captured. The essence of this website is mainly to assist people easily have access to the skills set as at when needed and in a matter of seconds, hence the need to have a counter of total registered users and daily/monthly visitors. Linking to social medias like FaceBook, Twitter, Instagram etc as well as news feeds is required as it the website is expected to gather much traffic that will inform people to advertise their businesses on it. Concluding, the referral (linking one with a skill set to one who needs it) is done based on the details (esp. the skill, name, email and phone number) supplied by the applicant during registration. As a developer, you can also add any feature that will help the business idea sell. My budget is between between $150 and $250 and the timeline is end of June 2013.
