Customize Magento Back End - Sales Reps and email notification to sales reps

I need someone to be able to build a plug-in for my Magento site (this has to be able to upgrade with Magento as new versions come out). Functionality: FRONT END: When client registers they select their sales representative (drop down non-mandatory field) BACK END: - Based on client selection of sales representative, it assigns an attribute / group in the back end that the client file. - Sales representative assigned automatically receives all emails that client that are normally sent out INCLUDING new client registration information AS WELL AS all order related emails. - Create a global email variable that allows to be utilized in email building ADMIN FUNCTIONALITY: - Administer client group assignments in bulk via the Manage Customers field - Create new sales representatives that have email attached to them as well There is a plugin that exists with even more functionality on Magento Connect website ($99) but I am looking for a cheaper price as I only need the above functionality and not all the other stuff that the prebuilt module has. You will own the rights to redistribute this module and utilize as you wish. I only want a license copy for my site and a license copy for my developer site. You can then own are resell as you see fit on Magento Commerce site so please price project accordingly. Request is a rush request This must be capable of installing via Magento Connect so that I can upgrade the site without any permanent hard coding.
