Custom PHP Script Social Script

Hello, I am in the process of building a website that requires the following. (Kind of like a social network) 1. Person signs up and can upload pictures/videos 2. Person can view another person's photos/videos by paying a nominal fee 3. Person who uploaded the photos will get a percentage of the income (We just need the website to keep track of what they earned based on sales, etc., and create reporting for user/site owner.) 4. People who view the website will have to be able to add funds to their account to purchase picture/video views (We will establish appropriate payment gateways). 5. Photos and videos will have an album preview cover for people to see before they proceed to purchase other photos/videos. 6. Photos/Videos will need to have a star rating system that will be rated after people view the content. We want this to be as simple as possible, no extra steps, etc. I would be willing to use pre existing scripts in order to save budget as long as the website stays simple and user friendly. Please let me know how much this will cost. Like I said, I want this very easy to use and so it looks good. Back End needs to be strong and efficient. Would prefer use of MySQL/PHP.
