Create a website in Wordpress from PSDs

We need to create a website in Wordpress from supplied Photoshop or Illustrator files. The website must work on PC (IE, FF, Chrome), as well as on iPhone and Android phones. The detailed specification with screenshots is in the attachment.
The winner bid will be selected today, and the winner must commit to the following rules BEFORE accepting his bid:
1) the winner must be able to start IMMEDIATELY and be available for chat on GMail or Skype entire day
2) the website must be finished until Wednesday September 26th 13:00 UTC time, as the project is very urgent
3) the penalty when not finishing on time is 100 USD for each late day
4) the winner must communicate with me every 4 hours or more often - if you don't do it, I take it as a lost interest into this project from your side and therefore the project will be cancelled
5) the winner must upload changes to his web server every 4 hours, so that I can see and track the progress - even if the changes aren't working 100% yet
6) the template from PSD must be completed in Wordpress 24 hours after selecting the winner
7) the video AND image galleries must be finished 48 hours after selecting the winner
8) the rest must be finished until the final deadline Wednesday September 26th 13:00 UTC time
9) partially finished project on deadline = unfinished project
10) unfinished project on deadline = penalty for each started late day
11) the website must fully work on PC (IE, FF, Chrome), as well as on iPhone and Android phones - including the videos (BEWARE - no Flash is supported there)
Please state in your bid that you understood and agree with all these requirements. If you don't do this, your bid will be ignored.
