Changes to My Website Needed - Majority of the Changes Need myPhP Database Change Experience

I am in need of some changes to my real estate website asap. Most of the changes are within the Rental Property Listing Tool that is within my Admin Control Panel that I use to publish all of my rental listings as they become available, so the project needs someone who has experience with these types of databases. I have outlined all of the required changes/improvements that are needed for the website in the attached PFD. Maybe I need a new website, but my budget is very limited as this is the 3rd time I have tried to post this project due to not being satisfied with where the last 2 freelancers have left the project...this was mainly due to their lack of knowledge with creating this type of site. If you have any questions then please let me know, I would like someone to start on this project tonight or tomorrow...ASAP...because I really need to have this up with all of the changes completed by the weekend at some point.
