CMS Website with Membership Protected Content (Approx 10 products for sale)

Hi, I have a client who needs a website for his medical marijuana company. The website will have a few pages worth of text (about, services, contact), and allow potential customers to fill out an application form requesting membership. Once this application is submitted, the owner will need to be able to approve the membership. Once the customer receives the approval, they should then be able to login and access a portion of the website that will have a few products for sale. The products for sale should be able to be added to a cart, and paid for with paypal. I've been doing research to see what might be available to achieve these membership restricted areas. Shopify has an extention called Lockdown ([login to view URL]) which would seem to be able to achieve the desired result, but unfortunately shopify isn't free so it isn't the platform of choice. We are looking for a similar solution to be used with either opencart, wordpress, or woocommerce (if compatible). As long as the hired freelancer has a good idea of how we can make the membership section of the website function properly, I will select and provide a theme to be used for further development. There won't be any design required on this project, and very limited development. The main thing is to be able to set up the site for the application process and also provide a solution for the restricted areas of content. I'm very open to other platforms if this cannot be achieved with the CMS systems mentioned, but would like to use them if possible as I've used them in the past.
