Build a Lawyers bidding website

We want to build a website that help users to get their law problems solve, by choosing the the best lawyer's option for them. The system should allow users and lawyers interact in the way that we have a bidding system, users can post projects and lawyers will bid this proyects. Client select winning bidder, and create some type of milestone to lawyer. There must be the option that user can pay cash too after work is finished, because some people dont trust to pay online, and less if they usually look for lawyers that live on same city as them (local lawyers). After that, lawayer complete work and inform the client. Client should be able to release milestone from users panel or say they will get a mutual aggrement. After work done client should rate lawyer and lawyer to user. There must be a communication between them. Also lawyers should have the opportunity to present open vacancies for employements or students. I think you get the idea, any question feel free to ask.
