Build an Auction Website for Government Agencies

I would like an auction website similar to [login to view URL], [login to view URL] to allow my clients to sell their assets on the web. I do not wish to violate any copyrights during the process. those websites are just references. Like my future website I would a dedicated outlet for government agencies (my clients) to post their used assets which is typically: fleet vehicles, used heavy equipment, general supplies. The website shall be very user friendly for that skill level. The following criteria shall apply: The front page should have at least 3 to 4 auctions of some current auctions to attract buyers to click further. All sellers must be pre-approved by the admin before being allow to sell items. The buyers may be the general public. To register the buyers must register a full name, address, phone number, email. The selling fee will be an admin set percentage. The seller may choose whether to set such fee as a buyer fee or adsorb that fee in their selling price . If the fee is passed on as a “administration fee” the % will be shown under the current auction price. Each listing shall have a picture/pdf gallery and the potential for the seller to add videos. I would like to host the pictures and allow for videos to be linked as well or to youtube or similar. Each listing shall allow for a general description of the product, its condition, and whether shipping is available or if it must be picked up. The auction should allow for a standard time countdown auction or a buy-it-now with best offer. The potential buyer should be limited by the total number of offers he may submit to avoid aggravating the seller. The seller may choose list their item but also add in a delayed auction start date of up to 30 days to allow for advertising time and brokerage by my company for certain size auctions. The user may choose to hide the price in this scenario. The system shall provide a reminder notification of auction time to the buyer via text or email and allow the potential buyer to set the time before the auction ends. After the auction is complete, both the buyer and seller shall be notified of its completion and how and when payment and pickup should be arranged in a standard message. Both the buyer and seller shall have a user control panel showing the items sold and the items bid and purchased. The seller shall have a seller panel showing all items for auctions with a summary of each auction including current bid price, end date, number of bidders, the amount due and received. The website shall have an internal messaging system where only registered buyers and sellers can only communicate to each other through the websites internal system. The seller shall be able to post clarifications at the bottom of the particuIf the buyer asks a certain clarification about an item that is was not otherwise advertised that may attract or detract other buyers, then the seller may elect to post the Question and Answer on the auction page automatically. The payment system must take credit card, paypal, and allow for the buyers to send money orders and bank wires for larger items to my company and or directly to the government agency. Payment will typically be to my company and then after the selling fees are deducted they auction money will be wired or mailed check to the client after notification that equipment is received by the buyer. Under each listing, you need to incorporate UShip.com. The link shall be subtle but clear. New sellers and buyers should be able to receive email and text notifications of new auctions that fit their customizable criteria (ie Vehicles, Heavy Equipment). At the bottom left or right of the homepage, there should be links for Twitter, Facebook, and Linked-In. The designer shall allow in the budget for at least 2 logo designs and allow for client interaction on themes and layouts.
